Equity Partner, Head of Public Sector and Member in charge for Safety Compliance

Sean has worked at John Rowan and Partners since 1998 and was made an Equity Partner in 2008. He is the partner in charge of our specialist public sector regeneration team, who work exclusively for local authorities and registered providers on programmes including stock condition surveys, capital works, contractor procurement and final accounts agreement.

The team comprises over 25 professional, all skilled in their various disciplines including quantity surveying, building surveying, project management, procurement advice and clerk of works. Sean manages resource allocations, making sure all of our clients are receiving a high-quality service, monitors the performance of individual project teams, promotes continual improvement and partnering and sets the strategic direction of the team.

Sean is the partner for our capital works programmes with a large number of public sector housing providers. The works include the refurbishment and enhancement of tower blocks, low rise blocks and street properties; compilation of pricing framework documents for inclusion within tender documentation and subsequent tender analysis and recommendations; and setting up schedule of rates and / or basket rates to ensure value for money is achieved both through cashable and non-cashable efficiencies.

He champions continuous improvement and has presented on Key Performance Indicators to a number of clients. He is highly motivated with a strong work ethic and enjoys working as part of a team and in a position of sole responsibility.

Sean drives through continuous improvement into clients’ delivery programme by proactively introducing Key Performance Indicators to all partners, ensuring best value is achieved with lessons learnt, knowledge sharing and benchmarking. He carries out value for money analyses and compiles reports identifying cashback and non-cashback gains through efficiencies and economics.

Supply chain management is an area that has gained a lot of attention from Sean as this is where value can truly be evidenced and driven. Sean is often found representing his clients in challenging contractor negotiations meetings to successful completion.

Sean is the Member in charge for the Safety Compliance team, who provide advice and services specifically around Health and Safety, Asbestos and Fire Compliance for duty holders.

He has combined retail experience and extensive housing and commercial experience. He was a Team Leader servicing Safeway Stores Plc and Dixons Stores Group and was a Regional Commercial Manager (RCM) servicing the Department for Work and Pensions on their Job Centre Plus refurbishment roll out, where he was rewarded for his efforts by being awarded RCM of the year.
